并向俄罗斯海关申报，办理俄罗斯海关规定的各项手续，履行各项法规规定的义务；只有在履行各项义务，办理
俄罗斯海关申报、查验、征税放行等手续后，货物才能放行，货主或申报人才能提货。同样，载运出口货物的各
种运输工具进出境或转运，也均需向俄罗斯海关申报，办理俄罗斯海关手续，得到俄罗斯海关的许可。货物在俄
罗斯结关期间，不论是出口或转运，都是处在俄罗斯海关监管之下，不准自由流通清关主要向俄罗斯海关提交通
关货物相关单据并履行俄罗斯海关相关规则，等待俄罗斯海关放行。
